Reps Halts Payment Of $460m To ZTE Corporation For CCTV Installation

The House of Representatives has ordered the Central Bank of Nigeria, CBN, to immediately halt further payments to ZTE Corporation over the 460 million dollar Closed Circuit Television, CCTV, surveillance project amid fresh concerns over its implementation.

At a resumed investigative hearing, the Ad Hoc House Committee, chaired by Donald Ojogo, flagged inconsistencies, vague responses and lack of transparency from ZTE Corporation on the project’s scope, locations and operational status.

The CCTV project, initiated in 2010 under former President Goodluck Jonathan, was designed to strengthen security through modern surveillance infrastructure across major cities.

ZTE Corporation installed CCTV systems in Abuja and Lagos between 2011 and 2012, then, handed them over after six months, but could not confirm whether the facilities are currently functional, attributing challenges to poor maintenance and lack of funding.

Some lawmakers, including Iyawe Eseosa, rejected the company’s explanations, insisting on accountability for the huge investment.

The Central Bank of Nigeria, represented by Josiah Okike, disclosed that $15.37 million was due to ZTE Corporation as of March 2026 under the loan repayment arrangement.


The committee has requested documentary evidence of the project handover and details of agencies responsible for the infrastructure, directing the apex bank to suspend further payments, pending the outcome of the investigation.
