The council’s sole administrator, Babatunde I.Q.Rajh-Label while unveiling the product said the card will hence serve not only as a means of identification for residents of the area, but also as a debit card.

Highlighting the features and relevance of the card, Rajh-Label said not only will it be a means of identification, but card owners would also be able to use it as a means of payments.

BIQ said the card would further deepen the cashless policy of the federal government and help boost the council’s Internally generated revenue, just as it would open more access to banking services for the artisans and traders, most of who had no relationship with banks.
In addition, the council chief said, “This card would help resolve the excuses of illiterate traders and artisans who usually fail to pay our charges, levies and rates, on the excuse that they had no cash nor a bank account."

“This card serves the same function as a bank account. With it, you can load funds into the account number that comes with the card, and you can use it to pay all your levies anytime our officials gets to your shops, homes or market with the POS Terminals.”

He said with the initiative, the council’s operation can fully go cashless as his administration has discouraged physical collection of cash payments by its officials.

The UBA Ikeja Regional Director, Usman Isiaka praised the council for thinking outside the box among other local governments in the country that has adopted the unique product.

Isiaka described the card as “an electronic purse” that functions like any bank account, in which you can load and withdraw from, using an ATM or a POS terminal.

Beyond its uses at the council level, for the collection of her levies, the card, which he said is a Visacard is acceptable as a means of payment in over 200 countries, and can be blocked when stolen to preserve the funds in it.

The Community Development Committee (CDC) Chairman Alhaji Ashimiyu Onifade who spoke on behalf of other residents thanked the council for the innovation which according to him would ease business transactions in the local government.

Onifade also diclosed that forms for the card can be obtained not from the bank, but through the various CDAs in the local government where interested residents, can obtain same, fill, and submit the forms for due processing.
