Tinubu Declines Assent To NIMC Repeal, Re-Enactment Bill 2026

President Bola Ahmed Tinubu has declined assent to the National Identity Management Commission, NIMC, Repeal and Re-enactment, Establishment, Bill, 2026.

Invoking Section 58(4) of the 1999 Constitution, as amended, the President, in a letter read on the floor of the House by the Deputy Speaker, Benjamin Kalu, cited drafting errors and structural inconsistencies in the proposed legislation.

While acknowledging that the bill contained significant reforms, the President noted that it falls short in critical areas, particularly, in its composition and representation

He pointed out that the long title failed to clearly reflect both the repeal and re-enactment of the existing law, creating ambiguity in its intent.

The President also flagged inconsistencies in Section 4(2), which incorrectly described certain institutional representatives on the board as presidential appointees serving in part-time capacity, rather than as ex-officio members by virtue of their offices.
