Reps Reprimands REA MD, Issues Final Summon

The House of Representatives Committee on Renewable Energy, at a resumed investigative hearing in Abuja, reprimanded the Managing Director of the Rural Electrification Agency, REA, Abba Abubakar Aliyu, and the Head of the Nigeria Electrification Programme, Olufemi Akinyelure, for ignoring invitations to appear before the panel. The lawmakers, accordingly, issued a final summon to them.

Chairman of the Committee, Afam Ogene, expressed displeasure at repeated non-compliance by the public officers.

The committee is investing grants, loans and investments in the renewable energy sector between 2015 and 2024, focusing on fund disbursement, project implementation and regulatory compliance.

Ogene warned that if the officials fail to appear on Thursday, March 5, 2026, at 2 p.m., the committee will invoke its constitutional powers to compel attendance, including issuing a warrant of arrest.

Meanwhile, a jurisdictional dispute has emerged within the House over oversight of the agency.

In a letter dated February 27, 2026, Chairman of the House Committee on Rural Electrification, Muhammad Ibrahim Bukar, insisted that his committee has primary oversight of the REA, including its financial operations, grants, loans and project implementation.

Bukar directed the agency to channel all legislative correspondence strictly through his committee and refrain from engaging in parallel communications with other panels on REA-specific matters.

The letter warned that overlapping inquiries could create institutional friction, noting that the House committee structure was designed to prevent duplication of responsibilities.
